The Policy and Development Planning Division is responsible for planning and formulating policies for the Malaysia Co-operative Societies Commission (SKM) to empower and strengthen the development of the cooperative movement in the country. This Division is divided into two units:

1. Policy Planning Unit

2. Strategic Development Unit

The objective of this Division is to establish strategic planning and formulate policies and frameworks that are conducive to the development of the Commission and the cooperative movement.

This Division undertakes activities related to the planning, formulation, coordination, monitoring, review, and enhancement of policies related to SKM and the cooperative movement, including the following functions:

1. Managing matters related to Parliament;

2. Setting, monitoring, and evaluating the achievement of Key Performance Indicators (KPIs) for the Ministry and SKM;

3. Establishing collaborative relationships between SKM and ministries, government agencies at the federal and state levels, international bodies, cooperatives, and the private sector;

4. Collecting data and information from other divisions within SKM and external parties for the formulation of SKM and cooperative movement policies;

5. Preparing current and periodic reports related to SKM and the cooperative movement as required by ministries and government agencies at the federal, state, and international levels;

6. Managing and monitoring the implementation of formulated policies within the context of SKM and the cooperative movement, such as:

i. Wawasan Kemakmuran Bersama (WKB) 2030;
ii. Dasar Keusahawanan Nasional (DKN) 2030;
iii. Pelan Transformasi Koperasi Malaysia (TransKoM) 2021-2025;
iv. Pelan Transformasi SKM (PS) 2021-2025; dan
v. Pelan Strategik MEDAC 2021-2025.

7. Acting as the secretariat for meetings.
